Pet food buyers often use OEM, ODM and private label as if they mean the same thing. However, these cooperation models involve different levels of formula development, customization, cost and preparation time.
Pet Secret Biotechnology Co., Ltd. provides OEM and ODM pet food manufacturing for importers, distributors, retailers and pet industry businesses. Customers can select from more than 30 commercially used formulas, modify an existing product or develop a custom formula for their target market.
The following answers explain the main differences and help buyers choose a suitable manufacturing model.
1. What is OEM pet food manufacturing?
OEM pet food manufacturing means that a factory produces dog food, cat food or other pet food according to an agreed specification, with the finished product sold under the customer’s brand.
The specification may cover the formula, nutritional targets, ingredients, kibble size, packaging and quality requirements. Before production, the manufacturer evaluates whether the product can be made safely and consistently.

2. What is ODM pet food manufacturing?
ODM pet food manufacturing involves greater product-development support from the manufacturer.
A customer may begin with a general idea, such as sensitive-digestion cat food, high-energy working-dog food or a premium formula using selected animal proteins. The manufacturer then helps develop the ingredients, nutritional targets, product format, expected cost and production plan.
Custom ODM projects may require formulation, pilot production and product testing before commercial production. Learn more about our ODM pet food development process.
3. What is the difference between OEM, ODM and private label pet food?
The main difference is the level of product customization.
Private label pet food normally uses an existing, commercially used formula packed under the customer’s brand. OEM production follows an agreed-upon product specification and may include moderate changes to the formula or packaging. ODM cooperation involves more extensive development based on a product concept or market requirement.
These terms are not used identically by every supplier. Buyers should confirm which formulation, testing, packaging, and documentation services are included before beginning a project.
4. Should a new brand choose an existing formula or develop a custom formula?
Most new brands should first evaluate an existing, commercially used formula.
This approach provides faster preparation, easier cost estimation, and lower development risk. Pet Secret Biotechnology has more than 30 formulas already used in commercial production, providing practical options for different product positions.
A custom formula is more suitable when the buyer has a clearly defined market, specific nutritional targets and enough purchasing volume to support development.

5. Can a customer provide its own pet food formula?
Yes. Customers can provide their own pet food formula or product specification for technical evaluation.
We will review ingredient availability, nutritional balance, processing feasibility, product stability, target cost, and destination-market requirements. If adjustments are necessary, they will be discussed with the customer before approval.
The manufacturer should not change an approved customer formula without authorization. Formula ownership, permitted adjustments and approval procedures should be documented in the manufacturing agreement.
6. Is a customer’s pet food formula kept confidential?
Formula confidentiality can be protected through a nondisclosure agreement and manufacturing contract.
The agreement should identify who supplied or developed the formula, who owns the final version, who may access it, and whether it can be used for other customers. It should also explain how long confidentiality obligations continue.
Customers should complete the confidentiality arrangement before sharing commercially sensitive information. Formula ownership and permitted use should also be confirmed before ODM development or pilot production begins.
7. What information is needed to start an OEM or ODM project?
A buyer should provide the main product and market requirements before requesting a quotation:
- Product type and format
- Target country and sales channel
- Market positioning
- Preferred animal proteins
- Required protein and fat levels
- Package size
- Expected order quantity
- Existing or new brand
- Existing formula or development request
- Target price range
At Pet Secret Biotechnology, the standard MOQ is generally 5 metric tons per product or SKU. The final requirement may depend on the formula, product format, kibble, packaging, and production plan.
